The SMILO Agency was set up on March 22, 1991. It began its operation as a consultancy bureau servicing mostly importers of various types of goods. It presents them mostly before ministries and departments for the issuing of permits and registration documents regarding the import/export of goods, prime and raw materials.
In the course of time it has been upgraded to an agency, consulting, apart from private companies, involved in production, import and export activities, also different structures within departments and ministries drafting and approving statutory documents. It has intensified its operation for some time now in connection with the harmonization of the Bulgarian legislation with that of the European Union.
The SMILO Agency is known as a private and independent structure creating and defending its positions, being the positions of the private entrepreneur. Sometimes, they are critical to certain ministries and departments regarding their lack of principles or even of professional policy in important areas within healthcare, trade and economy. We have encountered understanding in this respect and our analyses on important issues haven been duly appreciated by, for example, the Ministry of Agriculture and Forests, the National Veterinary Service in particular, the Customs Agency, the Consumer Federation, etc. At the same time, other structures, such as the Health Ministry and the National Assembly Healthcare Committee have become a target of our sound criticism for a lack of “sanitary and health policy”, regarding the preliminary sanitary control of “goods with significance for the population’s health”. This lack of principles affects both the business and the common citizen. There is lack of vision about the practical implementation of the new European requirements that the Bulgarian state imposes on the Bulgarian entrepreneur without, however, rendering it competent assistance.
